Problem with policies in android agent

I have a problem with Symantec Mobile Management, I have a tablet Galaxy Note with Android 4.0, it performs properly enroll, I can see the device and I can also display actions such as: block, assign password etc, does not show me any error, but , the device never takes the politics, the only way you can take is to re-enroll the device or manually tablet agent I select update settings I change and communication times of the agent with the console but I fail to take politics so fast, and also sets up the google notifications for policy deployment is faster but nothing, where will be the problem?
