Protection Center 2.1 Deployment

I have tried deploying the protection center on VMware following the official deployment guide.  Unfortunately at the end of the process all that is installed is the Windows Operating System.  Am I missing a step here?  I have done the process 3 times and at the end of it, only the Windows 2008 Core operating system is installed.  There is not evidence of the Protection Center anywhere except a folder on the C:\ drive called spc_setup.
