Question about file access during VSS snapshots

This is a general theory question but thank you for any specifics you may choose to add.  I'm sure I might come across an answer if I were to read a white paper on VSS but as I just wanted to know this one answer, I thought a direct question (or two) better. 

When a backup is running, and the software is "snapping a volume", which I take to mean a full snapshot of the entire volume, this is not an instant process I assum.e  a 2TB volume, no matter how fast your hardware, still would take many minutes to hours to take an image of. 

What happens to changes, during the course of this snapshot process?  Are they ignored?  Or is the shapshot process a living process, updating changes as well as taking static data into account?  What if you had a rate of change so high that changes were continuous? 

Thanks for any insights.  I've seen countless mentions of "snapshotting" but neve ronce have those articles or posts discussed the managment of changing data that occurs during the snapshot so here at the dead of night on a Saturday, I wonder on such things.  :)  (actually I meant o post it sooner, didn't want to end up forgetting to by tomorrow).
