Unusual Windows 7 unattend.xml question

The current naming standard for PCs in our environment is <SITECODE><SERIALNUMBER>.  I am able to populate the serial number in the unattend.xml file using %COMPNAME%.  However, as a machine might be imaged at any location for another location I cannot simply use the IP address to determine what the site code is.

With the serial number prepopulated in the unattend.xml file the sysprep process does not stop to allow for inserting the site code.  Is there a way to make it stop at that point and not force the technician to input admin account information?  This was doable with XP but I am just now trying to figure it out in Win7.  Please let me know if I need to provide more details.
